President Zhaparov meets Ombudsperson Jamanbaeva

Bishkek, Dec. 10, 2025. /Kabar/. Kyrgyz President Sadyr Zhaparov received Ombudsperson Jamila Jamanbaeva today, December 10, the anniversary of the UN's adoption of the 1948 Universal Declaration of Human Rights.

According to the presidential press service, the head of state congratulated the Ombudsman's Office on Human Rights Day, emphasizing the importance of the mission of all human rights defenders to ensure the rights and freedoms of citizens.

The President recalled that the Constitutional Law "On the Ombudsman (Akyikatchy) of the Kyrgyz Republic" was signed this year. Under the law, the functions of the National Center for the Prevention of Torture were integrated into the Ombudsman's Office to eliminate duplication and strengthen the national human rights protection mechanism. Sadyr Zhaparov expressed his support for further legislative strengthening of the Ombudsman's independence and bringing it into full compliance with the Paris Principles.

The head of state reaffirmed the priority of the policy of preventing torture and ill-treatment and emphasized the need to strengthen cooperation with all government agencies. Sadyr Zhaparov instructed the Akyikatchy to assume a coordinating role in this matter.

During the meeting, Jamilya Jamanbaeva briefed the president on the Institute's current activities and noted the improved implementation of recommendations, as well as the strengthening of cooperation with government agencies and international partners.

Following the meeting, President Sadyr Zhaparov issued a number of instructions to the responsible bodies on human resources and financial support, official transportation, and the work of regional offices, with the aim of increasing the potential and independence of the Akyikatchy Institute.
