SCO Heads of Government Council meeting starts in Moscow

Bishkek, Nov. 18, 2025. /Kabar/. Russian Prime Minister Mikhail Mishustin convened a meeting of the Council of the Shanghai Cooperation Organization (SCO) Heads of Government in Moscow, RIA Novosti reported.

"We are concluding Russia's chairmanship of the council, which was aimed at expanding trade, economic, and humanitarian cooperation within the SCO. I thank all states for their constructive, partner-like interaction. "We have a very busy agenda today. I propose we get down to work immediately," Mishustin said at a restricted meeting.

The current meeting will be the final event of Russia's chairmanship of the SCO Council of Heads of State in 2024-2025. The agenda includes a discussion of priority issues for strengthening cooperation within the SCO in various areas.

According to the Russian Cabinet of Ministers, the heads of government will consider measures to implement the SCO Development Strategy to 2035 and, above all, to expand trade, economic, cultural, and humanitarian ties.

They will focus on cooperation in the areas of the digital economy, energy, green industry, artificial intelligence, science and innovation, education, culture, tourism, healthcare, sports, and youth exchanges.

The SCO unites ten member states: Kyrgyzstan, Belarus, India, Iran, Kazakhstan, China, Pakistan, Russia, Tajikistan, and Uzbekistan.
