Bishkek, Oct. 19, 2026. /Kabar/. The consolidated budget of Kyrgyzstan has surpassed 1 trillion soms, which has increased the responsibility for the use of state funds; therefore, every som of the budget must serve the people. This was stated in a congratulatory message from President Sadyr Zhaparov to the participants of an event marking the 30th anniversary of the establishment of the Chamber of Accounts.

The head of state noted that the history of the Chamber of Accounts is closely linked to the country’s development path throughout its years of independence, and emphasized that the Constitutional Law adopted on May 31, 2023, marked the beginning of a new stage in the development of state auditing.

"Today, the Chamber of Accounts is an institution that conducts state audits and holds a special place in ensuring state financial discipline," the message says.

The president highlighted that, given the expansion of the state budget’s capacity and the implementation of major infrastructure and social projects across the country, the effective use of state funds takes on particular importance.

"We must not only verify where budget funds are directed, but also clearly see what results they have delivered for the state and the people. Audit findings should be measured by concrete changes in public administration, and the recommendations provided must be implemented in practice," Sadyr Zhaparov emphasized.

He also noted the necessity of maintaining the independence of the Chamber of Accounts, as well as the objectivity and professional integrity of its auditors.

According to the head of state, the introduction of digital mechanisms has enhanced the transparency of financial and economic operations and created new opportunities for identifying shadow economic activity. Electronic waybills and electronic invoices help facilitate the work of state audit authorities.

"We must reach a new level in the work of state auditing. Activities should be aimed not only at addressing the consequences of offenses that have already occurred but also at developing the capacity to prevent them," the president stated in his congratulatory message.

Furthermore, Sadyr Zhaparov noted that the Chamber of Accounts should become an institution that identifies risks in advance and contributes to improving the quality of public administration. He added that cooperation and the exchange of experience with international supreme audit institutions are also important.

The president expressed his gratitude to veterans for their contributions to strengthening state financial discipline and developing the country, and he wished the staff of the Chamber of Accounts success in their vital and responsible work.

It should be noted that the president’s congratulatory address was read out by Adylbek Kasymaliev, Chairman of the Cabinet of Ministers.
