Bishkek, Oct. 15, 2026. /Kabar/. Today, October 15, President Sadyr Zhaparov delivered a speech at the 7th Summit of the Heads of State of the Conference on Interaction and Confidence Building Measures in Asia (CICA), currently taking place in Baku.
In his address, the head of state noted that the Asian region is developing dynamically. According to UN projections, Asia will account for 59 percent of global economic growth in 2026. He stated that Kyrgyzstan is prepared to continue close cooperation with all participating states.
“We are observing the developments in the Middle East with deep concern and believe that any further expansion of the conflict must be prevented. Afghanistan is an integral part of the shared space for security and cooperation in Asia. Achieving stability in the country will not be realized through isolation or pressure, but rather through consistent dialogue, economic recovery, and the coordinated efforts of the international community,” emphasized Sadyr Zhaparov, adding that Kyrgyzstan is interested in strengthening relations with its brotherly Palestine. “Strengthening mutual trust, refraining from escalating tensions, respecting the norms of international law, and consolidating the efforts of states can create the necessary conditions to ensure long-term peace, security, and stability in the Middle East.
Thanks to the political will of the heads of state of Central Asia and direct dialogue, we have managed to resolve a number of complex interstate issues. We are ready to share this experience with all our partner countries.
With the support of 142 states, Kyrgyzstan has been elected as a member of the UN Security Council for the 2027–2028 term for the first time. We view this as a great responsibility and intend to contribute to strengthening international peace, security, and multilateral cooperation,” the president noted.
Sadyr Zhaparov also touched upon key areas of economic cooperation, emphasizing the importance of expanding investment engagement and industrial cooperation. “Over the past four years, Kyrgyzstan’s trade turnover with the participating states of the consultation has more than doubled, exceeding 14 billion US dollars by the end of 2025.
We are interested in moving beyond individual investment projects toward the creation of joint production chains. We view the ‘Tamchy’ Special Financial and Investment Zone, which features a unique legal regime for business and investment activities as one such platform. We invite our partner states to participate in implementing projects within this zone,” the head of state said.
In his remarks, particular attention was paid to digitalization and infrastructure development. “We propose consolidating joint efforts to strengthen digital connectivity, including the development of cross-border digital infrastructure and fiber-optic routes that link Asia and Europe.
Kyrgyzstan possesses resources of strategic importance in the digital age, namely, renewable hydropower and favorable climatic conditions. We invite technology partners to establish data processing centers and computing capacities within our country,” noted Sadyr Zhaparov.
Addressing the topic of transport connectivity, the president announced that the Kyrgyz Republic will hold the chairmanship of the UN Special Programme for the Economies of Central Asia (SPECA) in 2026. One of the key priorities of this chairmanship is the development of transport and logistics connectivity.
The president also touched upon the prospects for expanding cooperation in the energy sector and developing tourism.
“Kyrgyz Republic possesses significant hydropower potential and opportunities for the development of green energy. "We consider the development of cross-border energy infrastructure, the expansion of mutually beneficial electricity trade, and the attraction of investment into modern energy projects to be highly promising.
In Kyrgyzstan, the 'Ala-Too Resort' four-season tourism cluster project is currently being implemented. This infrastructure project will enable the accommodation of up to two million tourists annually and create approximately five thousand jobs," the president stated.
Sadyr Zhaparov devoted a significant portion of his remarks to the preservation of mountain ecosystems and international cooperation in the fight against climate change.
Under the auspices of the UN, Kyrgyzstan proposes the establishment of a special joint trust fund for the preservation of Issyk-Kul. We intend to contribute 10 million US dollars.
"I believe that such a mechanism could serve as a practical model for preserving fragile mountain ecosystems, while simultaneously becoming a platform for attracting modern technologies, scientific expertise, and international funding," the head of state said.
In his concluding remarks, Sadyr Zhaparov invited the summit participants to attend the second Global Mountain Summit, "Bishkek+25," which will take place in Bishkek in October 2027.
"The upcoming summit will serve as the concluding event of the 'Five Years of Action for the Development of Mountain Regions' and will be organized in collaboration with the United Nations," the president emphasized."
