Bishkek, June 9, 2026. /Kabar/. First Deputy Chairman of Cabinet of Ministers Daniyar Amangeldiev held the 17th meeting of Commission on combating the financing of crime and the legalization (laundering) of criminal proceeds with the participation of the leadership of more than 20 ministries and agencies. The meeting was dedicated to strengthening national financial security and preparing for international assessment.
The commission approved the structure of National Anti-CFT/ML Strategy being developed, a draft of which the interagency working group has been tasked with preparing by September 1, 2026. The document sets out priorities for implementing digital IT solutions, strengthening preventive measures, developing parallel financial investigations, and regulating new financial instruments, including virtual assets, taking into account national and sectoral risk assessments.
Kyrgyzstan, the first Eurasian Group (EAG) country, is entering the third round of mutual evaluations. The commission noted a high level of readiness: 11 interagency working groups have been formed, documentary stages have been completed, and responses to relevant questionnaires have been submitted. The visiting mission of EAG international experts is scheduled for the period from September 14 to October 2, 2026.
The commission approved a number of key documents: a risk assessment report and a plan to mitigate the risks of proliferation financing; a risk assessment report for the real estate sector; a methodology and plans for assessing the risks of terrorist financing in the non-profit organization sector; and initiated a risk assessment for foreign legal entities associated with Kyrgyzstan and a risk assessment for gambling activities.
Furthermore, the commission has begun developing a plan for the phased implementation of the FATF "Roadmap" for the virtual asset sector, aimed at improving the security of transactions in digital environment.
