Adylbek Kasymaliev: There should be no barriers for working citizens within EAEU

Bishkek, Sept. 30, 2025. /Kabar/. Adylbek Kasymaliev, Chairman of the Cabinet of Ministers of the Kyrgyz Republic, took part in the latest meeting of the Eurasian Intergovernmental Council.

Our Union is more than just legal documents, institutions, and mechanisms. Above all, it is a space of trust and inclusion, based on a shared history and a common aspiration for the future. When we speak of Eurasian integration, we recall that at various times our people built roads, cities, and connected East and West, North and South. Today, we continue this mission, creating bridges for the new era – in transport, energy, digital, and trade, he said.

In his speech, Adylbek Kasymaliev outlined a number of priority areas, one of which is the agro-industrial complex.

I will start by saying that today we thoroughly discussed conceptual approaches to developing a mechanism for financial assistance in the implementation of joint cooperative projects in the agro-industrial complex. As you know, the relevant initiative was put forward by Kyrgyz President Sadyr Zhaparov, at the Supreme Council meeting in May 2023. I believe it is essential to expedite all necessary work to launch a financial assistance mechanism for the implementation of joint cooperation projects in this area. Kyrgyz Republic is convinced that further deepening cooperation in the agricultural sector should include the development of joint projects for processing agricultural products, which will create additional jobs and increase added value within the Union; the introduction of modern technologies for irrigation, seed production, and organic farming, including through the use of international experience and investment, he said, adding that industrial cooperation is also a key area of ​​joint work.

The head of the Cabinet emphasized that the development of interstate programs in the industrial sector is of particular importance. He emphasized that such programs should be long-term and sustainable, focused on the development of high-tech industries.

Adylbek Kasymaliev continued that the Eurasian Economic Union faces the strategic goal of building a sustainable and interconnected transport system that will connect East and West, North and South, thereby ensuring not only the internal connectivity of states but also their full participation in global trade.

He noted that the primary focus of work within the EAEU is the complete elimination of barriers and the maximum reduction of exemptions and restrictions on the free movement of goods, services, capital, and labor within the EAEU's internal market.

I believe our Union should become an association where every citizen of the Union can freely move, work, gain knowledge and education. If a citizen of a Union member state works in another country, their family is usually with them. To strengthen solidarity and deepen cooperation between our peoples, as enshrined in the preamble of our Treaty, we must strive to create the most favorable conditions for working citizens and their families. At the same time, it's important to approach the establishment of norms in national legislation with the utmost care, ensuring they don't disrupt family ties or lead to a reduction in labor flows within our Union. We must create a favorable environment for our citizens so they can comfortably and effectively work in any country of the Union, concluded Adylbek Kasymaliev.
