Bishkek, May 5, 2026 /Kabar/. Emil Oskonbaev, Chairman of the Constitutional Court of the Kyrgyz Republic, congratulated the people of Kyrgyzstan on Constitution Day.

"I congratulate you on Constitution Day of the Kyrgyz Republic—a date that holds not only state and legal significance but also profound historical and value-based significance.

The adoption of the Constitution was a logical continuation of our people's centuries-old aspiration for an independent, just society, respect for individual dignity, and the affirmation of the principles of legality. From the traditions of the people's kurultai and customary law to modern constitutionalism, Kyrgyz statehood has traveled a complex path, in which the idea of the rule of law has consistently remained a key pillar.

The Constitution of the Kyrgyz Republic is more than just a legal document. It is an expression of a social contract that enshrines the fundamental principles of freedom, equality, and responsibility. It defines the limits of state authority and simultaneously serves as a guarantee of the protection of human rights and freedoms, forming the basis of trust between the state and the citizen.

Over the years, the Constitution has been repeatedly amended, reflecting the political, social, and legal transformations of society. However, its fundamental mission remains unchanged: to ensure the stability of the state, the balance of power, and the priority of human rights.

Under these conditions, constitutional review bodies bear a special responsibility. The Constitutional Court of the Kyrgyz Republic, acting as the guardian of the Constitution, is called upon to ensure its direct application, uniform understanding, and protection from arbitrary interpretation. It is through constitutional justice that the principle is realized that no normative act or decision may contradict the Basic Law.

Today, amid global challenges and internal transformations, the significance of the Constitution is growing. It serves not only as a legal guide but also as a moral compass, determining the direction of development of the state and society.

I am convinced that respect for the Constitution, a legal culture, and the civic responsibility of each individual are the key to stability, progress, and justice in our country. "On this momentous day, I wish all citizens of the Kyrgyz Republic peace, harmony, confidence in the future, and the further strengthening of democratic values," the head of the Constitutional Court said in his congratulatory message.
