COP30: Kyrgyzstan advocates for separate funding program for mountain ecosystems

Bishkek, Nov.10, 2025 /Kabar/. Edil Baisalov, Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic, spoke at the thematic session "Ten Years of the Paris Agreement: Nationally Determined Contributions and Financing," held on the sidelines of the Climate Action Summit at the UN Climate Change Conference (COP30) in Belém, Brazil.

In his speech, Edil Baisalov noted that Kyrgyzstan's updated Nationally Determined Contribution (NDC 3.0) calls for reducing greenhouse gas emissions by 18% by 2030 (or up to 30% with international support) and achieving carbon neutrality by mid-century.

He emphasized that for Kyrgyzstan, as a low-emissions and high-altitude country, the main challenge is not what needs to be done, but how to secure the necessary resources to do so. Experts estimate that at least $6 billion will be required to achieve the stated goals with minimal effectiveness.

Edil Baisalov called for the establishment of a separate global framework for climate finance for mountain ecosystems, which remain "the lowest priority and the least funded."

Deputy Chairman announced the work begun in Kyrgyzstan to develop a national carbon trading system in line with Articles 6.2 and 6.4 of the Paris Agreement. He also outlined a new national initiative to double the country's forest cover to 15% by planting 800 million trees. This will allow Kyrgyzstan to sell carbon credits worth $250 million to $400 million–$500 million per year over the next 20–30 years.

During the summit, Baisalov also held a number of bilateral meetings and talks with high-ranking government officials and international organizations.
