Digital Code of Kyrgyzstan comes into force in 2026

Bishkek, Dec. 10, 2025. /Kabar/. At the second annual forum dedicated to digital and cyberlegal security, IT and legal expert Rakhat Zhusumambetova spoke to Kabar about the importance of developing legal mechanisms in the context of the rapid growth of technology and artificial intelligence.

According to her, cyberlegal security is becoming a key area in the modern world, especially with the active implementation of AI. "The forum provides an opportunity to understand where we stand, what laws are in effect today, and how to protect data, both personal and client data, in business. It's important for people to manage artificial intelligence, not artificial intelligence," Zhusumambetova noted.

The expert emphasized that data has effectively become a new form of value today of the digital age, but it must be used, first and foremost, to protect citizens and develop the state.

Speaking about the challenges faced by lawyers, she noted a lack of knowledge about how technology works and how it interacts with the legal framework. "Understanding the principles of data processing allows lawyers to competently apply legislation and regulate processes," she said.

Zhusumambetova paid special attention to the Digital Code of Kyrgyzstan, which comes into force in 2026. The document brings together regulations governing information technology, the operation of government information systems, e-governance, the protection of personal and biometric data, and artificial intelligence. The code consolidates five previously disparate laws, allowing for a systematized approach to digital regulation in the country.

"Kyrgyzstan has become the first country in the world to adopt such a comprehensive Digital Code. This is an important step toward building an effective and secure technological environment," noted Zhusumambetova.
