Duty-free quota granted for electric vehicles for Kyrgyzstanis in 2026

Bishkek, Dec. 12, 2025. /Kabar/. Eurasian Intergovernmental Council has decided to exempt the import of electric vehicles into Kyrgyzstan from customs duties in 2026, the Eurasian Economic Commission (EEC) reported.

According to the decision, the Kyrgyz Republic has received a duty-free quota for up to 15,000 units of electric vehicles—both "pure electric vehicles" and "series hybrids" (EAEU TN VED code 8703 80 000 5). This exemption is granted only to citizens permanently residing in Kyrgyzstan. However, the transfer of ownership and use rights to such vehicles to individuals holding citizenship or permanent residence in Kazakhstan or Russia is prohibited.

EEC emphasized that similar conditions apply to Armenia and Belarus, but a separate ban on transferring rights to Belarusian residents applies to hybrids.

EEC Trade Minister Andrei Slepnev noted that this measure has already proven effective in previous years. According to him, the duty exemption will contribute to the expansion of the electric vehicle market, the development of charging infrastructure, and an increase in the share of environmentally friendly transport in the Union countries, including Kyrgyzstan.

The meeting of the intergovernmental council was held in Moscow and chaired by Belarusian Prime Minister Alexander Turchin. In 2025, Belarus will chair all EAEU bodies, including the Eurasian Intergovernmental Council.
