Bishkek, Jan. 20, 2026. /Kabar/. Guarantee Fund OJSC has amended its legislation to allow guarantees to be received by individuals as well as entrepreneurs, Malik-Aidar Abakirov, Chairman of the Board, told at press conference in Kabar news agency.
According to him, the fund began issuing guarantees to individuals for mortgage loans two years ago. "Citizens often face the problem of providing down payment. To resolve this issue, they can apply to the fund through banks for guarantee. In principle, they receive one automatically," he said.
Abakirov noted that in 2025 alone, the fund issued guarantees worth 4.1 billion soms, with loans amounting to almost 13.7 billion soms.
Thus, under the "Kelechek" guarantee product—for mortgages without a down payment—105 guarantees were issued for 127.6 million soms, with loan volume amounting to 512 million soms.
Under the "Unaa" product—for car loans without a down payment—154 guarantees were issued for 67.1 million soms, with loan volume amounting to 261.8 million soms.
Under the "Yldam" portfolio guarantee product, 158 guarantees were issued for 91 million soms, with loan volume amounting to 414.4 million soms.
