Today, the IV meeting of heads of state bodies for human resource development of the Organization of Turkic States (OTS) was held in the state residence in Cholpon-Ata at the initiative of the State Agency for Civil Service and Local Self-Government of the Kyrgyz Republic.
The event became an important international platform aimed at strengthening cooperation between Turkic-speaking states, developing personnel policies and coordinating joint efforts in the field of human resource management.
The meeting was attended by the Secretary General of the Organization of Turkic States Kubanychbek Omuraliev, Director of the State Agency for State and Municipal Services Kudaibergen Bazarbayev, Director General of Personnel and Head of the Department for Principles of the Presidential Administration of Turkey Bilal Şentürk, Deputy Chairman of the State Examination Center of Azerbaijan Bahrom Khalilov, Rector of the Academy of Public Policy and Administration under the President of Uzbekistan Jasur Salikhov, Vice-Rector of the Academy of Public Administration under the President of Kazakhstan Ulan Bekish, Rector of the Academy of Public Administration under the President of the Kyrgyz Republic Aigul Kalchakeeva.
In his speech, Bazarbayev noted that human capital is the basis for the development of not only an individual nation, but also the entire Turkic world. Effective management of this resource and its worthy development determine the quality of our future. "The Organization of Turkic States is an example of unity based on our cultural, linguistic and historical ties. The roots of the Turkic world are deep, and the future is vast. Our cooperation goes beyond political declarations and turns into practical reality. This is our pride," he said.
The following key topics were discussed in detail during the meeting: development and reform of the state personnel system in Turkic-speaking countries, advantages and new models of modern personnel policy, integration of digital technologies into the public administration and personnel system, training, retraining and continuous development of civil servants, exchange of experience and best practices, deepening strategic cooperation with academic and scientific institutions.
Following the meeting, the parties agreed to take cooperation between the Turkic states to a new level, form and develop a personnel reserve, and implement joint educational programs and projects.
