Bishkek, Nov. 13, 2025. /Kabar/. President of Kyrgyzstan Sadyr Zhaparov took part in a capsule-laying ceremony marking the start of construction of the Balastan children’s entertainment center during his working visit to the Talas region.
At the beginning of the event, guests were shown a video outlining the design of the future complex, which will occupy a 6.5-hectare site. Completion is planned for 2026.
In his remarks, President Zhaparov stressed that the state’s priority is to ensure that every child grows up in a safe and enriching environment. “Only when children have the freedom to play and develop can their independent thinking, spirituality and creativity take shape. This center will not just be for entertainment, but will support the education and development of children,” he said.
The Balastan center will include amusement rides, inclusive play areas for children with disabilities, a modern cinema, a conference hall and catering facilities. The project is expected to create more than 200 jobs.
Zhaparov noted that infrastructure projects have traditionally focused on the capital and major cities, but the current policy aims to promote balanced regional development. He listed several ongoing projects in Talas, including the reconstruction of the Manas Ordo complex, renovation of parks and alleys, construction of a 5,500-seat stadium, and new housing built through the State Mortgage Company.
"Among these projects, the construction of the Balastan Children's Center will become a symbol of renewal and change in Talas, the beginning of its new look. This is clear evidence that the regional development policy is being consistently implemented," the head of state emphasized.
In this context, he called on representatives of relevant government agencies and construction companies to ensure that the construction meets quality and safety requirements and takes into account the interests of children.
President Sadyr Zhaparov also met with local residents, who raised socially significant issues, including road construction and agricultural development. They expressed gratitude for the attention to the region, support, and implementation of important initiatives.
