Bishkek, Sept. 24, 2026 /Kabar/. The third round of trilateral negotiations regarding the draft intergovernmental agreement between Kyrgyzstan, Kazakhstan, and Uzbekistan on the joint implementation of the Kambar-Ata HPP-1 project took place in Almaty from September 21 to 23.
According to the ministry, representatives from the government agencies of the three countries—covering foreign affairs, energy, finance, water resources, and other relevant sectors—participated in the negotiations. The delegation from Kyrgyzstan was led by Deputy Minister of Energy Salavat Sadyrakunov.
Representatives from the World Bank also participated in the negotiations as observers.
During the third round of talks in Almaty, the parties continued discussing the draft intergovernmental agreement, which outlines mechanisms for the project's joint implementation and management, financing approaches, and further coordination among the three countries.
The first round of negotiations on the draft intergovernmental agreement took place in Bishkek from March 31 to April 2, 2026, while the second was held in Tashkent from April 28 to 30, 2026. The third round in Almaty marked the next stage in the ongoing efforts by Kyrgyzstan, Kazakhstan, and Uzbekistan to agree on the key terms for the project's joint implementation.
Kambar-Ata HPP-1 is set to become one of Kyrgyzstan's largest energy projects. The plant will have an installed capacity of 1,860 MW and an average annual electricity generation of approximately 6 billion kWh.
