Kyrgyzstan strengthens quality of public services

Bishkek, May 26, 2026 /Kabar/. President Sadyr Zhaparov signed decree "On measures to improve the effectiveness of local executive authorities and local governments' work with citizens and the quality of public services."

The decree was adopted to improve the effectiveness of interaction between local executive authorities and local governments and the public, ensure the timely consideration of citizen requests, improve the quality of public services, and create conditions for a dignified life for citizens.

The decree provides for measures to implement direct telephone lines, mobile personal receptions for citizens, establish public reception offices, develop digital services for interacting with the public, ensure the proper functioning of hotlines, and enhance the level of official ethics and accountability of officials when working with citizens and legal entities.

The document aims to increase the openness and accessibility of local government bodies, implement modern digital mechanisms for public feedback, ensure prompt responses to citizen inquiries, and strengthen the accountability of officials in the exercise of their powers.

The decree also provides for the expanded use of digital platforms and online services for government agencies to interact with the public while ensuring information security requirements.

Furthermore, the Prosecutor General's Office of the Kyrgyz Republic has been instructed to continuously monitor citizen complaints critical of law enforcement agencies, including those posted in the media and online.

If violations are identified, the Office will ensure the restoration of the rule of law and the holding of guilty officials accountable.

The adoption of this decree will improve the quality of public services, streamline the system of interaction between government agencies and citizens, and create additional conditions for further de-bureaucratization of government agencies.

This decree shall enter into force seven days after its official publication.
