Kyrgyzstan tightens laws on begging

Bishkek, April 24, 2026 /Kabar/. President Sadyr Zhaparov signed a law introducing amendments to several legislative acts of the Kyrgyz Republic, including the Code of Offenses and the Law “On External Migration.”

The law was adopted by the Jogorku Kenesh on April 2, 2026.

The document aims to reduce begging, eliminate its negative impact on public order, improve road safety by preventing begging on roadways, and protect vulnerable groups from exploitation for begging purposes.

Under the amendments to the Code of Offenses, new provisions establish liability for begging and for involving others in beggingю The law also introduces the expulsion of foreign citizens from Kyrgyzstan for engaging in or organizing begging.

In addition, cases related to begging and aggravated forms of involvement in begging will be considered by courts, while cases involving basic offenses of involvement in begging will be handled by internal affairs bodies. Law enforcement authorities are also granted the right to detain individuals engaged in begging activities.

Amendments to the Law “On External Migration” stipulate that foreign citizens involved in begging or in recruiting others for begging will be held liable in accordance with the Code of Offenses.
