New voting system raised elections to a new level, expert says

Bishkek, Dec. 1, 2025./Kabar/. The new voting system has reduced violations to a minimum and raised the elections to a new level, expert Bakyt Zhumagulov told Kabar.

According to him, the elections were held in calm and controlled environment. "We did not observe high voter turnout, but it is important to note the absence of serious violations. I am referring specifically to those violations that were previously systemic: busing voters, outright bribery, and cases of fraud by precinct commissions. In these elections, such instances were reduced to virtually zero, and this was glaring," he said.

Zhumagulov noted that election commissions still have work to do to verify election funds and campaign funding sources, which could also impact the final results. But overall, the process went smoothly, without any serious violations.

"Remote voting was particular focus. However, experience has shown that it significantly simplified citizen participation. I myself took advantage of this opportunity: while in Osh, I was able to vote despite being registered in Bishkek's Leninsky district. This is a significant convenience for voters," he emphasized.

The expert particularly noted that the new mechanisms in the electoral process have effectively eliminated the corruption risks that previously arose around Form No. 2. In previous years, it was often used by candidates, in collusion with local authorities, to transport "their" voters. The new system has completely neutralized such schemes.

"One could say that we are witnessing an evolutionary development of the electoral system. More honest and transparent conditions have been created, and this is a new stage. Our electoral system has risen yet another level," he concluded.
