President Zhaparov: Kyrgyzstan is taking lead in crypto among Central Asia

Bishkek, Oct. 24, 2025 /Kabar/. President Sadyr Zhaparov spoke on October 24, at a meeting of the National Council for the development of virtual assets and blockchain technologies.

He noted that the digital transformation of financial systems is currently becoming one of the key vectors of global development. More states are developing strategic approaches to regulating virtual assets, introducing central bank digital currencies, creating stablecoins and tokens backed by real assets. These processes are ceasing to be a technological experiment and are becoming sustainable elements of a new economic model, he said. President emphasized that the Kyrgyz Republic is one of the few countries in the region where a law on virtual assets has been adopted and where a consistent state policy in this area is being built. The country is actively forming a market for virtual assets, the number of licensed participants is growing, the regulatory framework is being strengthened, and infrastructure initiatives are emerging, he stated.

Zhaparov noted that the Kyrgyz Republic ranks 19th in the global cryptocurrency adoption index and confidently leads in Central Asia. This reflects the high level of public acceptance of digital solutions. But this is a serious responsibility on us as well. In this regard, the creation of the National Council was a logical step in the context of the need for balanced and relevant solutions, he said. President reported that the Council combines the capabilities of government agencies, experts, and international partners. The participation of world-class professionals in its work, including the founder of the Binance crypto ecosystem, Changpeng Zhao, provides access to the best regulatory and technological practices.

Today's agenda covers topical issues and areas. This includes the implementation of infrastructure initiatives, the launch of pilot projects, the training of personnel in the field of artificial intelligence and blockchain technologies, and the formation of security and risk management standards. I would especially like to emphasize that increasing digital and financial literacy and training specialists should be a key priority. We must invest in knowledge and create personnel who can work in the new conditions. It is also important that innovations develop in an environment of transparency, clear rules, and reliable infrastructure. Only with a combination of these factors, human potential, effective regulation, and technological base can ensure the sustainability of the digital ecosystem and trust from citizens, businesses, and international partners, he emphasized.

The head of state noted that the Kyrgyz Republic is among those states that are not only adapting to changes in the global financial architecture but are also striving to form their own, regionally significant model of the digital economy. Our country has unique advantages that create a solid foundation for such leadership: a flexible institutional environment, talented and motivated young people, access to environmentally friendly energy, and active digitalization of government services and infrastructure. The combination of these factors makes the task of transforming Kyrgyzstan into a regional hub in the field of virtual assets and Web3 technologies realistic and achievable, he stated.

According to the president, this goal requires a systemic approach, balanced decisions, and strategic coordination. This is precisely the role that the National Council plays as a platform for integrating expert potential, international experience, and political will. It is important for us to maintain the established momentum to act consistently, transparently, relying on global experience, responsibility, and partnership, he noted.
