Rehabilitation of Toktogul HPP completed by 90%

Bishkek, Oct. 8, 2025. /Kabar/. According to the Ministry of Energy, rehabilitation and modernization of Toktogul HPP is 94% complete and work is currently underway to commission the last hydroelectric unit of the HPP in November.

The main goal of the ongoing activities is to extend the service life of the station, increase its capacity from 1200 MW to 1440 MW, as well as introduce a modern automated control system.

The project is being implemented in three phases:

Phase I - modernization of hydromechanical equipment.

This phase is being carried out by the consortium of ZMEC (China) and SMP (Korea). Rehabilitation of hydromechanical equipment and gates is ongoing in this phase. The main work on all hydroelectric units of the HPP has been successfully completed. Currently, the final stage of installation, anti-corrosion treatment and cleaning of deep-water discharge structures and the dam crest is being carried out.

Phase II — complete replacement of hydropower units.

This phase is being carried out by GE Hydro France and GE Renewable. Three of the four hydropower units have been completely renovated and put into operation. Currently, the fourth — the final stage of the modernization of the GA-3 unit is underway. The work is expected to complete according to schedule in November 2025. Also, work on the modernization of fire protection, lighting, drainage systems and other auxiliary equipment is actively underway.

Phase III — installation of the dam monitoring system.

The work on this component is being carried out by the ZPT–ZGC–SMP consortium. The main part of the preparation and installation work has been completed. The necessary equipment and materials for the monitoring system have been delivered to the site. Concrete works and preparation of measuring points are currently underway.

As a result of these works, the production capacity of Toktogul HPP will expand and its reliability will increase. As a result, the role of the HPP in ensuring the main stability in the energy system of Kyrgyzstan will be further strengthened.
