Bishkek, Dec.18, 2025. /Kabar/. Darmankul uulu Bakyt, Deputy Minister of Labor, Social Security, and Migration of the Kyrgyz Republic, reported today at a briefing on the current situation with the migration of Kyrgyz citizens abroad and the measures being taken to protect their rights.
According to him, as of December of this year, more than 798,400 Kyrgyz citizens are living abroad. The majority of these citizens, approximately 341,994, are in Russia, a decrease of 37,000 compared to the first half of the year.

The main purposes for leaving the country remain education, employment, tourism, business, and healthcare. 91,566 Kyrgyz citizens were blacklisted for entry into Russia by November 2025. New federal laws in the Russian Federation restrict foreigners' stays beyond 90 days without an employment or educational contract. Control measures include bans on registration, property management, and banking, as well as mandatory reporting to the Ministry of Internal Affairs.
It is noted that, to facilitate legal migration, 47,686 foreign specialists have been issued 60-day permits this year under the "Unified Permit" pilot project, and 35,088 have been issued 360-day permits. These measures help legalize foreign labor and ensure revenue for the republican budget.
Deputy minister also emphasized the fight against illegal employment; the main problems faced by migrants include the lack of written contracts, illegal employment schemes, passport confiscation, and a lack of housing and social guarantees.
