Bishkek, Oct. 6, 2025. /Kabar/. It is necessary not only to maintain the current pace of economic growth but also to accelerate it, said Adylbek Kasymaliev, Chairman of the Cabinet of Ministers during a staff meeting.
He noted that state budget revenues for January–September 2025 totaled 722 billion 901 million soms, 23 billion 810.7 million soms higher than planned, representing a 103.4% fulfillment rate. Tax revenues of State Tax Service totaled 211 billion 971.9 million soms, 9 billion 192.2 million soms higher than planned (a 104.5% fulfillment rate). State Customs Service collected 102 billion 146.4 million soms in tax revenues, 2 billion 417.9 million soms higher than planned (a 102.4% fulfillment rate). Steady growth and exceeded planned targets across all key tax revenue categories are being observed.
Adylbek Kasymaliev outlined a number of important tasks for the Cabinet of Ministers during a staff meeting. He noted that, according to the World Investment Report, global foreign direct investment fell by 11% in 2024. In contrast, foreign direct investment inflows to the Kyrgyz Republic increased by 22% and exceeded USD 1 billion.
At the end of the first half of 2025, foreign direct investment totaled USD 562.7 million, a 21.7% increase compared to the same period last year. By the end of the first half of the year, approximately 84% of all investments were directed to Bishkek (42.7%), Jalal-Abad (14.2%), Talas (14.0%), and Chui (12.8%) regions. National Investment Agency has been instructed to conduct a detailed analysis and develop measures to diversify the inflow of foreign direct investment across regions for balanced economic development.
Cabinet head continued that one of the priority areas is supporting small and medium-sized businesses. According to the results of the first half of 2025, the small and medium-sized enterprise sector demonstrated significant growth in key indicators: the volume of gross value added produced by SMEs increased by 42.1% compared to the same period last year and amounted to 335.5 billion soms; the share of SMEs in GDP increased from 39.8% to 47.3%; the number of operating small and medium-sized enterprises increased by 13.5%, reaching 19,100 units; the number of people employed in small and medium-sized enterprises increased by 5.3%, reaching 607,800 people.
Ministry of Economy and Commerce has been instructed to conduct a detailed analysis of small and medium-sized enterprise development across regions, identifying uneven access to financing, the lack of appropriate infrastructure, and business skills. The Ministry has also issued proposals to narrow the regional gap in small and medium-sized enterprise development.
Adylbek Kasymaliev also issued a number of instructions to government agencies to strengthen the implementation of the Action plan to combat price growth for socially important food products for 2025, approved by a decree of the Cabinet of Ministers of the Kyrgyz Republic.
