Integration within EAEU: Important issues discussed in Moscow

Bishkek, March 16, 2026 /Kabar/. First Deputy Chairman of the Cabinet of Ministers Daniyar Amangeldiev participated in the regular meeting of the Council of the Eurasian Economic Commission (EEC) as part of his working visit to Moscow.

During the meeting, the Council members considered 35 issues covering the main areas of integration interaction. Six of them were adopted without discussion. The main part of the agenda was devoted to the development of integration processes within the Eurasian Economic Union (EAEU), including the digital agenda, technical regulation, public procurement and statistical cooperation.

In particular, the report on the current results and prospects of the development of the EAEU Integrated Information System was approved. It was emphasized that this system will play a key role in ensuring high-quality digital interaction of the member states and in implementing common processes of the Union.

The report on the results of the discussion was sent for further consideration at the meeting of the Eurasian Intergovernmental Council. The EEC Council approved the draft program of joint actions of the EAEU member states in the field of consumer rights protection for 2026–2030. The document provides for a set of measures to strengthen the protection of citizens' rights, improve interaction mechanisms between relevant agencies, and harmonize the regulatory framework.

In addition, the EAEU program for the development of integration in the field of statistics for 2026–2030 was approved. The implementation of the document will increase the comparability of statistical data and improve the methodology for collecting information throughout the Union.

The parties paid special attention to issues of technical regulation. The amendments to the Technical Regulation of the Customs Union "On the Safety of Personal Protective Equipment" (TR CU 019/2011) were considered. The amendments clarify the requirements for certain types of protective equipment, expand the list of objects of regulation, and update the conceptual apparatus of the regulation.

The Council members also discussed mechanisms for determining the country of origin of goods for state and municipal procurement. It is planned to continue work on synchronizing the dates of entry into force of national rules and developing unified methods for confirming the origin of software used in industrial products of the EAEU countries.

During the meeting, the decision on marking certain types of confectionery products with identification means was supported. According to the adopted decision, the EAEU member states independently determine the dates and procedure for introducing marking in their territories and notify the EEC about this at least six months before the start of its application. This will ensure traceability of goods and protect the market from counterfeit products.
