Bishkek, March 25, 2026 /Kabar/. Digitalization has taken the work of the prosecutor's office to a new level. These reforms were implemented at the initiative of the country's leadership and with the support of international organizations, Deputy Prosecutor General Umutkan Konkubaeva told at the meeting to summarize the results of the JUST4ALL project.
According to her, in 2019, legal statistics were transferred to the Prosecutor General's Office by order of the head of state. Since that time, the work of digitizing law enforcement agencies has been entrusted to the office.
“Thanks to the material, technical and expert-consulting support of the European Union, the work of IT specialists of the Prosecutor General's Office and subordinate state institutions has created automated systems of unified registers of crimes and offenses. Today, these systems are successfully operating.
The project was implemented based on the experience of international partners. As a result, all processes have been automated, from the moment a citizen files a complaint with the internal affairs bodies to the full investigation of a criminal case. Previously, there were many bureaucratic obstacles when conducting a forensic medical examination. Now, the expert opinion is automatically delivered to the investigator.
Prosecutorial supervision has also been raised to a new level based on the automated system. Prosecutors can monitor each criminal case in real time. As before, summons and expectations has been eliminated. All statistical reports and data have been collected in the Unified Crime Register, which has facilitated the analysis of crimes, especially domestic violence and crimes against citizens with disabilities.
It should be noted that today the results of the first phase of the multi-year project “Justice for All” (JUST4ALL) were presented in Bishkek.
The program is implemented by the UN Office on Drugs and Crime and the Ludwig Boltzmann Institute for Human Rights, the Ministry of Justice, the Prosecutor General's Office, and the Probation Department.
