Bishkek, March 26, 2026. /Kabar/. Speaker of the Jogorku Kenesh Marlen Mamataliev held talks today with Chairman of the State Duma of the Federal Assembly Vyacheslav Volodin as part of his official visit to the Russian Federation.
According to the parliament's press service, political, economic, cultural, and humanitarian issues, as well as prospects for developing interparliamentary cooperation, were discussed during the meeting. Mamataliev emphasized that the Jogorku Kenesh and the Federal Assembly are actively cooperating within the framework of a bilateral commission, specialized committees, and international organizations.
"We have significant potential. We need to deepen cooperation in priority areas such as energy, investment, transport, industry, and agriculture, as well as strengthen cultural and humanitarian ties," he emphasized.
Furthermore, the speaker raised a number of pressing issues:
- safe, legal, and orderly migration;
- expansion of the "Amin" digital registration system;
- health insurance for workers' families;
- exemption of children from testing;
- simplification of extensions of stay;
- maintenance of EAEU benefits for carriers.
He explained in detail the key areas of cooperation in the field of migration.
"First, we are interested in safe, orderly, and legal labor migration, as well as in protecting the rights of citizens. Second, the implementation of digital registration through the Amina app in Moscow and the Moscow region has shown positive results, and we propose gradually expanding it to other regions and including registration of children. There are also certain difficulties with the program, particularly the issue of printing and registering," he emphasized.
Third, the speaker noted, the issue of access for family members of workers to the compulsory health insurance system remains pressing, and it is important to develop a mutually acceptable solution taking into account EAEU practices.
"Fourth, we propose considering the possibility of exempting children of Kyrgyz citizens from language testing when entering Russian schools, given the status of the Russian language and existing practices. Fifth, difficulties with extending stays remain, so we request assistance in simplifying procedures and developing a mechanism for removing them from the register of controlled individuals without requiring them to leave Russia.
Finally, sixth, we express concern about new migration initiatives, including shortening stays and tightening conditions, and we believe it is important to maintain existing preferences for citizens of EAEU countries and support extending stays for international carriers," Mamataliev explained. Volodin, in turn, emphasized the importance of using various formats of cooperation and the need for further contribution to the development of relations between the two countries and peoples.
"In many ways, the dynamics of relations are driven by heads of state, but we also need to do everything we can to ensure the legislative support of the agreements reached and to make an additional contribution to the development of cooperation. We have found joint solutions even to the most complex issues when they arise.
We have strived to strengthen relations through dialogue, as this is what forms the foundation of trust. And when there is trust, we can talk about development. The development indicators are impressive: last year, trade turnover increased by more than 25%. This is a good result. Russia is one of Kyrgyzstan's key partners in this area," he noted.
Immediately after the official meeting, representatives of relevant agencies and heads of departments were brought in to develop final decisions on the issues discussed.
