Kyrgyz Cabinet summarizes results of Government accelerators reforms

Bishkek, Feb. 9, 2026 /Kabar/. Chairman of the Cabinet of Ministers and Head of the Presidential Administration of the Kyrgyz Republic Adylbek Kasymaliev summed up the results of two reforms implemented under the Government Accelerators program during a staff meeting of the Presidential Administration, the Cabinet of Ministers reported.

Kasymaliev noted that the results achieved by Kyrgyzstan within the framework of the Government Accelerators program were positively received by the Emirati side and the international community during his working visit to the United Arab Emirates on February 3–5.

He emphasized the importance of continuing reforms under the Government Accelerators program, as well as the need for systematic monitoring of their implementation.

In 2025, a total of 12 reforms aimed at addressing various socio-economic challenges were launched under the program. All 12 reforms achieved their stated objectives, with the results of the final two reforms reviewed at the meeting.

One of the key outcomes presented was the simplification of procedures for obtaining permits for international road transportation to China. As a result of the reform, the permit issuance time has been reduced from 24 hours to 10 minutes.

As part of the reform, the e-Permit software was developed to enable electronic approval and issuance of special permits. Online applications and cashless payments via electronic wallets were introduced, while data exchange between relevant authorities was fully digitized through the Tunduk platform.

The second reform focused on simplifying road transport control procedures at the borders of Eurasian Economic Union member states. For many years, entrepreneurs and logistics companies faced systemic issues due to the absence of data exchange between Kyrgyzstan and its EAEU partners on transport control results and permits. As a result, Kyrgyz carriers were forced to present paper documents at EAEU borders, leading to significant delays.

Within 100 days, information exchange between relevant authorities was updated and integrated in line with EAEU requirements. Transport control procedures were streamlined through electronic data exchange on inspection results and permits, process automation, and improved interagency coordination. Information systems of relevant state bodies were upgraded, and electronic issuance of cabotage transport permits was introduced. These measures significantly reduced border crossing times and sharply lowered administrative barriers.

The meeting participants also addressed current issues related to preparations for major international events, implementation of infrastructure projects, and ongoing tasks. A number of instructions were issued following the meeting.
