Bishkek, Nov. 21, 2025. /Kabar/. The second phase of reforms at the State Tax Service will begin immediately after the New Year holidays, announced Chairman Almambet Shykmamatov.
According to him, the key element of the second phase will be the implementation of the new electronic accounting module, KEZET.
"Essentially, the tax inspector will be replaced by an artificial intelligence module. The human factor will be completely eliminated. Thanks to KEZET, we will be able to track the movement of every product, from production or import to receipt at the checkout," he said.
Shykmamatov noted that KEZET is based on Estonian solutions recognized as among the best in the digitalization of public services.
"KEZET will eliminate subjectivity in inspector work, automatically identify discrepancies in reporting, minimize the number of inspections, and completely eliminate corruption risks. The test launch of KEZET is scheduled for January 2026."
“It will take six months to adapt, train, and fine-tune processes,” the chairman explained.
