Kyrgyzstan aims to raise preschool enrollment to 80% by 2030

Bishkek, March 18, 2026. /Kabar/. The goal has been set to increase preschool enrollment to at least 80% by 2030, Adylbek Kasymaliev, Chairman of the Cabinet of Ministers and Head of the Presidential Administration said at the groundbreaking ceremony for the specialized kindergarten for children with disabilities, "Umut Chyragy."

According to him, the preschool enrollment rate in the country has increased from 28.3% in 2024 to 51% in 2025.

"Currently, over 320,000 children are being educated in 2,344 kindergartens across Kyrgyzstan. We have set a goal of increasing preschool enrollment to at least 80% by 2030. For example, preferential loans at 10% interest are being issued to support the construction and renovation of kindergartens. A project to reformat classrooms in preschool institutions has been implemented. According to data for 2025, 367 institutions have been reformatted, allowing for the opening of 518 additional groups and the enrollment of 13,447 children. The return of 25 previously privatized kindergartens to the state has significantly advanced our work. In addition, 500 short-term kindergartens and 60 development centers have been opened. A state voucher financing project has been launched in pilot mode, providing additional support to children from low-income families and children with disabilities," Kasymaliev said.

In his speech, he also discussed the importance of preschool education in detail.

"Education, including preschool, is crucial for the younger generation of our society. Therefore, special attention is paid to this area, and proactive measures are being taken. Preschool education is the very first and most significant stage in a child's life. It is here that children not only acquire knowledge but also develop, learning to socialize, and adapt to society," he said.
