Bishkek, Nov. 17, 2025. /Kabar/. A working meeting of experts from the Social Fund of Kyrgyzstan and the Federal Ministry of Labor, Social Affairs, Health, Welfare, and Consumer Protection of Austria took place in Vienna from November 11 to 14, 2025. The first round of negotiations on a draft Social Security Agreement between the two countries took place during this meeting.
According to the Social Fund, work on the document has been underway for two years. During this time, the parties have exchanged initial texts and agreed on the general concept of the future Agreement.
At the meeting, the experts discussed the draft article by article, taking into account the specifics of their respective national legislations.
On the result of the negotiations, the following were achieved:
clarifying amendments were made to the text;
certain provisions were excluded due to differences in the legislation of Kyrgyzstan and Austria;
the scope of the Agreement was clarified;
provisions on the equality of citizens' rights in accordance with international law were clarified;
clarifications were provided on issues of insurance pensions and state guarantees in pension provision.
The draft Agreement aims to ensure equal rights for citizens of Kyrgyzstan and Austria in the areas of social insurance and pension provision.
The document provides for:
the assignment of pensions by each state based on the insurance period established in accordance with its own legislation;
summing up the insurance periods of the two countries to determine pension eligibility—a key provision of the future Agreement;
direct payment of pensions to citizens, regardless of their country of residence;
prevention of double payment of insurance premiums, including provisions on business trips and extensions of such periods.
The parties agreed to proceed to the consideration of the draft Administrative Agreement on the implementation of the document during the second round of negotiations. The meeting was held in a constructive and friendly atmosphere.
