Bishkek, Nov 3. 2025 /Kabar/. President Sadyr Zhaparov signed the Law on consumer credit aimed at strengthening the protection of borrowers' rights and ensuring the transparency of lending terms. The document was adopted by the Zhogorku Kenesh on September 25, 2025. Its provisions are aimed at preventing excessive debt burdens among citizens, preventing unfair practices by credit institutions, and fostering a culture of responsible lending.
The law regulates the procedure for providing consumer loans, concluding, amending, and terminating contracts, as well as the rights and obligations of the parties.
The document sets forth provisions aimed at protecting borrowers, in particular:
- the total amount of all loan charges (interest, fees, fines, penalties, and forfeits), including restructuring, cannot exceed 60% of the loan amount;
- if the borrower's debt burden exceeds 60%, the lender is required to notify them in writing of the potential risks and failure to fulfill obligations;
- nominal interest rate on a consumer loan must not exceed 0.08% per day.
Furthermore, the law does not apply to loans issued for the purchase, construction, or completion of residential real estate secured by collateral, except in cases expressly provided by law.
The adoption of the new law will increase transparency in the consumer lending market, strengthen the protection of borrowers' rights, and create conditions for more responsible and sustainable interactions between citizens and financial institutions.
