Bishkek, Feb. 27, 2026. /Kabar/. First Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic Daniyar Amangeldiev met on Thursday with EU Special Envoy for Sanctions David O'Sullivan, who arrived in Kyrgyzstan on a working visit.
During the meeting, the parties continued to exchange views on sanctions. In this context, Daniyar Amangeldiev emphasized that the Kyrgyz Republic takes a pragmatic and professional approach to risk management and consistently strengthens compliance measures, financial monitoring, and transparency in foreign economic transactions.
The Kyrgyz side also noted that effective export and financial controls require shared responsibility among all participants in the foreign economic chain, including European exporters.
The importance of European suppliers conscientiously implementing their own export control requirements, conducting due diligence on counterparties, accurately documenting transactions, and providing a complete package of supporting materials necessary to verify the end user and intended use of goods was emphasized.
Special attention was paid to the financial sector. The Kyrgyz side reported on practical steps to strengthen control mechanisms in commercial banks, including comprehensive review of transactions and blocking transactions that pose risks of non-compliance.
At the same time, the Kyrgyz side emphasized the need to develop clear and transparent mechanisms, including uniform risk assessment criteria, agreed procedures, and timely feedback, as well as the importance of using reliable, verified, and up-to-date information as a basis for decision-making and subsequent coordination of actions.
During the meeting, the need to develop a plan for joint measures and determine the future format of technical cooperation aimed at gradually resolving issues related to restrictive measures against individual commercial banks was also noted.
In turn, EU Special Envoy David O'Sullivan, praising the high level of openness of the Kyrgyz authorities and their willingness to engage in direct dialogue on the most sensitive issues, noted that demonstrated transparency is a key guarantee of trust on the part of European institutions and the international community.
David O'Sullivan reported that specific proposals for further technical cooperation regarding the removal of Kyrgyz banks from the sanctions list and the elimination of future financial risks have been sent to the Kyrgyz side.
The Special Envoy emphasized that the European Union expects further progress in strengthening export and financial control mechanisms.
At the end of the meeting, the parties confirmed their readiness to continue practical dialogue and contacts in a working manner.
