Bishkek, July 7, 2026. /Kabar/. Mandatory recycling fees under the Extended Producer Responsibility (EPR) system have been in effect in Kyrgyzstan since January 1, 2025, Ministry of Natural Resources, Ecology, and Technical Supervision informs.
According to the ministry, the EPR system is designed to ensure that manufacturers and importers are responsible for the recycling of goods and packaging after their end of life.
As part of the implementation of this mechanism, Resolution No. 322 of the Cabinet of Ministers dated June 19, 2024, approved a list of 24 product groups covered by the EPR system. The list includes batteries, car tires, lubricating oils, plastic and cardboard packaging, household appliances, and other products.
According to the ministry, importers are required to pay the recycling fee within 15 days of importing goods into Kyrgyzstan. Manufacturers must pay the fee quarterly, by the 15th day of the month following the reporting period.
The state-owned enterprise Eco Operator is responsible for implementing the extended producer responsibility system.
The ministry emphasized that funds from the recycling fee will be used to develop waste recycling infrastructure and implement environmentally friendly technologies.
Late payment of the recycling fee will result in administrative penalties in accordance with Kyrgyz law.
