Kyrgyzstan, Pakistan to transfer convicted, agreement comes into force

Bishkek, July 14, 2026. /Kabar/. The agreement between Kyrgyzstan and Pakistan on the transfer of convicted persons, signed on December 4, 2025, in Islamabad during President Sadyr Zhaparov's official visit to Pakistan, comes into force.

According to the Prosecutor General's Office, the entry into force of this agreement marks another important step in the development of bilateral cooperation between Kyrgyzstan and Pakistan in the criminal justice sphere.

The agreement creates the necessary international legal basis for the transfer of convicted persons to serve their sentences in their country of citizenship. The implementation of this mechanism will ensure more effective protection of the rights of convicted persons, preserve their social and family ties, and facilitate their subsequent social reintegration.

Currently, 18 citizens of Pakistan are serving sentences in the penal system of Kyrgyz Republic. Following the entry into force of the agreement, they have the opportunity to apply for transfer to their country of citizenship to serve their sentences in the manner and under the conditions stipulated by the agreement. Each application will be reviewed individually by the competent authorities of both countries, in compliance with national legislation and the provisions of the agreement.

It is noted that the drafting of the agreement, negotiations with the Pakistani side, support for domestic procedures, and coordination of the ratification process were carried out by the Prosecutor General's Office of Kyrgyz Republic within the limits of its authority.

"The Prosecutor General's Office of Kyrgyzstan consistently continues to develop international cooperation in the criminal law sphere and expand the legal framework with foreign states in order to ensure the protection of citizens' rights and improve the effectiveness of international legal cooperation," the statement says.
