Bishkek, Oct. 6, 2025. /Kabar/. Chief of the Presidential Administration Adylbek Kasymaliev held a meeting to discuss preparing economic sectors and the population for the 2025-2026 autumn-winter period and to report on the progress. According to Cabinet of Ministers, the increased electricity consumption and a dry summer, the water level in the Toktogul Reservoir decreased, 1.6 billion cubic meters lower as of October 1, 2025, compared to the same period last year.
At the end of the first eight months, GDP exceeded 1 trillion soms, with a growth rate of 11.1%. At the same time, the annual consolidated budget target for the first eight months was fully met. By the end of the year, it will exceed 1 trillion soms. Under these circumstances, ensuring an uninterrupted supply of electricity is one of our primary priorities. We have launched strategic energy projects, but at the same time, there are issues that require daily and ongoing monitoring, said Adylbek Kasymaliev.
Cabinet head also heard a report on the state of the country's hydroelectric power plants (HPP) and their preparation for winter, noting that the reconstruction of the Toktogul HPP was completed this year, with four hydroelectric units replaced, adding 240 MW of capacity. This brings the total installed capacity of the HPP to 1,440 MW. However, until major energy projects, such as the Kambarata HPP-1, are commissioned, the need for energy conservation remains. He called on all ministries and other government agencies, local authorities, and the public to use electricity wisely. During the meeting, local government leaders presented reports on preparations for the winter and issued a number of instructions on providing coal to the public and budgetary organizations. Particular attention was paid to preventing unjustified increases in coal prices, and relevant government agencies were instructed to strictly monitor this issue.
