Bishkek, Feb. 24, 2026. /Kabar/. Deputy Chairman of the Cabinet of Ministers and Minister of Water Resources, Agriculture, and Processing Industry of the Kyrgyz Republic Bakyt Torobaev chaired a meeting of the Republican Commission on organizational issues related to the agricultural census, the Cabinet press service reported.

At the beginning of the meeting, Chairman of the National Statistical Committee Baktybek Kudaibergenov announced that the census would be conducted electronically and that a key feature of the upcoming campaign would be the complete elimination of paper forms.

Data collection will be carried out via a mobile app on census takers' devices, and data will be transmitted to the central server of the National Statistical Committee via secure communication channels, guaranteeing confidentiality and efficient data processing.

During the meeting, it was also noted that significant preliminary work has been completed:

The census forms and the list of key indicators have been fully coordinated with relevant agencies and the Food and Agriculture Organization of the United Nations (FAO).

Four census forms, staff instructions, and a detailed calendar plan have been approved.

Pilot census was successfully conducted in 2024. The experience gained allowed for further refinement of the software and methodology.

Multi-stage personnel training system (in-person and online) was organized in 2025–2026. During the first stage, over 200 subject matter specialists received advanced training.

To effectively manage the processes, an interdepartmental working group was established in December 2025. A total of 6,791 temporary staff will be recruited to conduct the census throughout the republic, including:

- Registrars – 1,179;

- Census takers – 4,494;

- Instructor-controllers – 898;

- Coordinators – 220.

The staffing schedule has been approved: coordinators will begin work in February 2026, and the main staff (instructors and census takers) will begin work in March-April.

"The agricultural census is a tool for developing an objective strategy for the country's food security. We must obtain the most accurate picture of the republic's agricultural potential for the effective planning of state support programs for farmers," the commission members noted.

In conclusion, Bakyt Torobaev emphasized that state and local government bodies bear personal responsibility for the timely organization, logistics, and facilitation of the census at the local level.

It is noted that, in accordance with the decision of the Cabinet of Ministers, the census will take place between March 20 and April 10, 2026.
