Migrant workers in EAEU and South Korea entitled to pension payments

Bishkek, April 9, 2026 /Kabar/. Today, the pension rights of migrants are reliably protected, Zhenishbek Mukambetov, head of the public relations department of Social Fund.

According to him, after Kyrgyzstan joined the EAEU, an agreement on pension provision was adopted to protect the interests of workers. After extensive discussions, the document was signed in 2019 and entered into force on January 1, 2021, following ratification.

"This agreement does not rely on a territorial principle, but rather on a proportional one. States have not assumed any obligations regarding length of service accumulated before 2021. However, if a citizen worked in any of the five EAEU countries after January 1, 2021, and officially paid insurance contributions, they are entitled to payments. When such a citizen returns to their home country, closer to retirement age, we, as the competent authority, send a request to the country where they worked. Our colleagues review the application in accordance with their legislation and, if eligibility is confirmed, they transfer funds quarterly to the citizen's personal bank account in Kyrgyzstan as a 'second' pension," the head of the department explained.

At the same time, he noted, Kyrgyzstan and Korea signed memorandum in 2015, at the initiative of the National Pension Service of South Korea. Kyrgyz citizens working in the country are entitled to payments from their accumulative pension fund. Currently, some citizens receive their savings, ranging from $3,500 to $9,000, upon returning home from Korea.

"That's why we encourage our citizens working abroad to find official employment. Your insurance contributions today are your additional pension in the future," Mukambetov said.
