And this is one of the main conditions for the further development of our bilateral trade, economic, and investment ties," said Russian President Vladimir Putin, addressing Kyrgyz President Sadyr Zhaparov during expanded talks at Yntymak Ordo.
Russian leader thanked Sadyr Zhaparov for the invitation, stating that his state visit was taking place ahead of the CSTO Collective Security Council meeting.
"We highly appreciate the extensive work Kyrgyzstan has accomplished during its CSTO chairmanship. Russia will take over from your country and chair the organization in 2026.
Russian-Kyrgyz strategic partnership and alliance relations are successfully developing based on mutual respect and consideration of each other's interests in the spirit of the basic treaty of friendship and cooperation. We are also in constant contact, personally monitoring key issues of bilateral cooperation.
At the end of the year, we will have the opportunity to meet again in Russia for the meeting of the Supreme Eurasian Council and the traditional pre-New Year meeting of CIS leaders.
The agenda for our talks is extensive. A joint policy statement on deepening the alliance and strategic partnership has been prepared for signing, outlining the key objectives for further strengthening Russian-Kyrgyz cooperation in a wide range of areas.
Furthermore, a package of key intergovernmental and interdepartmental documents in trade, economic, educational, migration, and other areas will be signed.
Russia is Kyrgyzstan's leading trade and economic partner; last year, trade turnover increased by 13.6% to a record $4.1 billion. It also increased by another 17% from January to September. Approximately 97% of all payments are now made in national currencies. We are exploring new options for organizing mutual settlements.
You mentioned Russian investment. Indeed, it is also growing, reaching almost 2 billion. There are 1,700 enterprises with Russian participation operating in the republic. I would like to point out that Russian investors' confidence in cooperation with Kyrgyzstan and their investment in the Kyrgyz economy is due to your efforts and the positive dynamics of domestic policy.

The intergovernmental commission is actively working, focusing on the implementation of a comprehensive cooperation program for 2022-2026. Leading Russian oil and gas companies supply the Kyrgyz Republic with natural gas and petroleum products.
We see great potential for expanding cooperation in the peaceful use of nuclear energy, the construction of solar and wind power plants, and the digital economy. Interregional cooperation plays a key role in transport and logistics, involving more than 80 constituent entities of the Russian Federation and all seven regions of Kyrgyzstan. Bilateral regional conferences are held regularly.
In October 2024, the Days of Kyrgyz Culture in Russia were successfully held, and this fall, the Days of Russian Culture in Kyrgyzstan. We appreciate the attention of the Kyrgyz leadership to supporting the Russian language, which has official status in the republic.
In 2023, we launched major joint project to build nine secondary schools in the Kyrgyz Republic with instruction in Russian. The first three schools are scheduled to open by September 1, 2027. As part of the "Russian Teacher Abroad" program, 157 of our teachers are working in 42 schools in the republic.
We place particular emphasis on cooperation in the security sector. Joint Russian Military Base stationed in the republic is important factor in ensuring stability in the region. "We are advocating for coordinated positions within international organizations—the Eurasian Economic Union, the Collective Security Treaty Organization, the Commonwealth of Independent States, and the UN.
We are committed to close cooperation during Kyrgyzstan's chairmanship of the Shanghai Cooperation Organization, which began in September. "Today, we will be able to thoroughly review the entire multifaceted bilateral agenda and outline guidelines for further deepening our comprehensive cooperation," Vladimir Putin said.
