Bishkek, April 1, 2026. /Kabar/. Social Contract program, created to improve the living conditions of citizens, concluded contracts with 48,557 citizens in 2022-2025, Ministry of Labor, Social Security and Migration reports.
As noted in the report, the majority was implemented in the agricultural sector (73.3%), as well as in the areas of production, trade and services.
94.2% of participants are women, mainly living in rural areas. The initiative has created more than 57,000 new jobs and improved the living conditions of more than 228,000 citizens. Some of the first families to receive support had annual income of more than 1 million soms.
Initially, the amount of social assistance was 100 thousand soms, but in 2025 it was increased to 150 thousand soms. Also, as an additional support measure, from 2024, participants began to receive interest-free loans of up to 200 thousand soms for a period of 3 years through state banks. About 1,200 families received such loans in 2024-2025.
1,329 small businesses were opened under the program, of which 186 were registered as individual entrepreneurs, 1,143 operate under a patent, and 4 operate in the form of a limited liability company.
It is planned to conclude contracts with 13,334 families in 2026. More than 2 billion soms have been allocated for this purpose. As of March 1, 2026, 607 contracts have been signed, and the process of accepting applications and selecting participants is currently ongoing.
