Bishkek, Nov. 7, 2025. /Kabar/. Speech by Sadyr Zhaparov, President of the Kyrgyz Republic, at the Central Asia-US Summit (C5+1), held in Washington.

"Dear Mr. President Trump,

Dear colleagues,

I am sincerely pleased to meet with you in Central Asia-USA format.

On behalf of the Kyrgyz Republic, I express my gratitude to the United States of America and to you personally for the warm welcome and for the initiative to hold this meeting.

Kyrgyzstan highly values its multilateral relations with the United States and is interested in further strengthening them. Over the past ten years, our interaction in this format has demonstrated a growing interest in expanding cooperation between our countries.

Dear colleagues,

The region is experiencing positive economic growth.

However, for sustainable development, it is crucial to expand trade ties with the United States and attract American investment. Our priority is developing financial and banking cooperation, which will facilitate banking transactions, attract investment, implement projects, and boost trade between the countries of Central Asia and the United States. Our region has significant energy resources. This sector offers ample opportunities for establishing partnerships with American companies. Kyrgyz Republic is focusing on three strategic areas in its relations with the United States.

The first is hydropower. Our total hydropower potential exceeds 140 billion kWh per year, but only 15% of this is utilized. Kyrgyzstan is ready to offer profitable, large-scale investment projects in this sector.

The second area is transportation links. As a landlocked country, Kyrgyzstan places special emphasis on strengthening interregional ties and building modern transportation and logistics infrastructure. This will create the conditions for expanding trade and transforming the region into a transit hub.

The third area is the development of information technology and artificial intelligence. The motto "Live in Kyrgyzstan - Work with the World" is actively promoted in our country.

Kyrgyzstan was one of the first in the region to adopt the "Digital Code," creating a favorable legal environment for the development of the digital economy and attracting investment. IT sector and creative economy are developing rapidly. Historically, Kyrgyzstan has never exported anything to the United States. However, over the past five years, IT services exports to the United States have increased 45-fold. In 2024, Kyrgyz IT specialists exported services to more than 63 countries worldwide, worth $130 million, with the United States ranking first in terms of export volume. United States accounted for 40% of all IT services, including companies from Silicon Valley. According to the international Chainalysis index, Kyrgyzstan currently ranks 19th in the world for cryptocurrency adoption. In this context, Kyrgyzstan offers United States a partnership in the area of digital regulation, including the development of RegTech (regulatory technology) innovations. In particular, the Kyrgyz side proposes the creation of a regional RegTech hub (RegTech Trust Hub) in Kyrgyzstan.

Emphasizing the importance of expanding trade, economic, and investment relations, the Kyrgyz Republic will host the second B5+1 business meeting in Bishkek on February 4–5, 2026.

I am confident that this event will provide an excellent opportunity for American businesses to expand cooperation in areas such as agriculture, e-commerce, information technology, transportation and logistics, tourism, and banking.

Dear colleagues,

In conclusion, I would like to express my confidence that today's meeting will give new impetus to the multifaceted partnership between Central Asia and the United States.

I express my gratitude to US President Donald Trump for organizing the C5+1 format.

Thank you for your attention."
