Bishkek, Oct. 30, 2025./Kabar/. Ministry of Digital Development and Innovative Technologies, together with the National Bank, announced the introduction of new mechanism for the financial security of citizens "Self-imposed ban on lending", Minister Azamat Zhamangulov told at press conference in National Bank.

According to the minister, this mechanism, initiated by deputies of the Jogorku Kenesh and signed by the President of the Kyrgyz Republic on July 30, 2025, comes into effect on November 1 of this year.
A "self-imposed ban" is free and voluntary opportunity for citizen to preemptively restrict the possibility of obtaining loans and credits in their name from financial and credit organizations.
Main objectives of introducing the mechanism:
- Prevention of fraud and consumer protection: eliminating cases of obtaining loans in someone else's name using stolen or forged data, preventing debt traps and disputed situations.
- Control over one's own credit profile: the ability to set a "digital lock" on one's name at any time.
- Financial prudence: providing citizens with time to make informed decisions.
Citizens can independently and free of charge set or lift the ban remotely through the State Electronic Services Portal (Tunduk mobile application) at any time of day. Two credit bureaus operate in Kyrgyzstan – KIB "Ishenim" and KIB "SES".

It is sufficient to set the ban in at least one of them for the protection to be considered active, since creditors check both bureaus. Lifting the ban is not immediate, but takes place 12 hours after submitting the application. During this time, the citizen can cancel the lifting, and the protection will remain active. This approach prevents hasty decisions and increases the level of security. Before issuing a loan, a financial and credit organization is obliged to check for an active ban. If it is in place, the creditor refuses to conclude the contract, indicating the reason.
If a loan is issued while an active ban is in place, such a contract is considered null and void (legally invalid). A citizen is not obligated to fulfill the obligations under such an agreement, and the creditor does not have the right to demand repayment of funds. The creditor is liable for the violation.
To set a self-imposed ban will be possible via Tunduk from November 1, 2025.
