Jogorku Kenesh committee approves new EBRD energy project

Bishkek, April 14, 2026. /Kabar/. Today, April 14, Jogorku Kenesh Committee on International Affairs approved in the second reading the draft law on the ratification of the agreement on the construction of a 500 kV overhead power line between the "Kemin" and "Balykchy" substations.

This project will be financied by European Bank for Reconstruction and Development (EBRD).

The main objectives of the project are:

  • Increasing the stability of the national energy system and developing transit potential.
  • Solving problems caused by overloads on existing 220 kV lines.
  • Creating conditions for connecting the capacity of solar and wind power plants under construction in Issyk-Kul region to the general grid.

The total project amount is 67.7 million euros:

61.7 million euros - soft loan (for 20 years, including a 5-year grace period);

3 million euros - grant funds;

3 million euros - technical assistance (grant for consulting services and project management).
