Kyrgyz Cabinet: Bishkek accounts for 65% of country's tax revenues

Bishkek, Feb.13, 2026. /Kabar/. Chairman of the Cabinet of Ministers Adylbek Kasymaliev participated in a meeting of the Bishkek Mayor's Board to discuss the municipality's performance in 2025 and plans for 2026.

Head of Cabinet outlined the important socioeconomic achievements of the past year, noting that the country's consolidated budget has increased fivefold over the past five years, reaching a historic high of over 1 trillion soms. The increase in public funds creates opportunities for modernization and renewal throughout the country.

"Bishkek is the capital of our country and a vital financial center, making a significant contribution to the state treasury. Of the 304 billion soms collected by State Tax Service, 198.7 billion soms—approximately 65%—were collected in Bishkek. In this regard, we express our gratitude to all entities living, working, and paying taxes in the capital, as well as to major taxpayers. Furthermore, I would like to emphasize that law enforcement agencies and fiscal authorities must cease any unfounded inspections of businesses. This issue is under special control," he said.

Adylbek Kasymaliev continued that the Bishkek city budget in 2021 was 10.7 billion soms, having increased by more than 20 billion soms over four years. Actual revenues in 2024 were 37 billion soms, and in 2025, actual revenues were 30.6 billion soms.

Between the 1970s and 1990s, the city underwent architectural transformation, and construction continues at the same pace today.

"Our capital is being renewed. Yntymak Ordo has become an adornment not only to the city but to the new Kyrgyzstan. The stadium's small arena has been renovated. Road repairs are underway both within and outside the city—218.1 million roads have been built in five years. Aitmatov Avenue confirms that the city's roads are beginning to meet the highest standards. New parks have opened, existing ones are being renovated, and recreational opportunities for city residents are being created. Ala-Archa and Alamedin riverbeds have been cleaned, and the embankment of the Big Chui Canal near the Alga Stadium has been landscaped. This work must be continued and completed. Housing construction is actively underway," he said.

Adylbek Kasymaliev noted that 32 new schools will be built in the capital this year. Since 2022, 30 new schools have opened, approximately 40 schools have undergone major renovations, two schools previously in disrepair will be commissioned this year, and construction of new schools and additional buildings will continue. Bishkek now has 143 home-based kindergartens.

Adylbek Kasymaliev also touched on the technical equipment of municipal structures. Today, 95 buses and 42 units of specialized equipment were delivered to the Bishkek Mayor's office. Since 2021, the city has purchased a total of 1,493 buses, which run on gas and electricity. Over the past two years, 446 units of new equipment have been delivered to municipal services.

"It is important to note opened modern solid waste recycling plant, which processes up to 1,000 tons of waste per day and generates 30 MW of electricity per year. This plant is a sign of Bishkek's environmental progress. The capital is also expecting the construction of other infrastructure projects. "Bishkek will be significantly transformed in the next five years," he said.

Following the Bishkek Mayor's office board meeting, a number of instructions were issued.
