Kyrgyz Cabinet of Ministers held staff meeting, discuss new 100-day reforms

Bishkek, March 16, 2026 /Kabar/. Chairman of the Cabinet of Ministers of the Kyrgyz Republic and Head of the Presidential Administration Adylbek Kasymaliev held a regular staff meeting. The agenda included the results of socioeconomic development for January-February of this year, budget plan implementation, new 100-day reforms, and preparations for spring field work.

According to the Cabinet's press service, preliminary data show that the country's GDP for January-February amounted to 264.1 billion soms, an increase of 8.8% compared to the same period in 2025. Significant growth was noted in construction (23.2%), services (6.7%), and agriculture (2.6%). Industrial production grew by 15.5%, with particularly notable growth in the chemical, pharmaceutical, food, transport, and construction materials industries. "The volume of investments in fixed assets reached 17.8 billion soms, driven by an 11.5% increase in domestic funding sources," the chairman said.

Budget execution was also discussed at the meeting: the tax and customs services, as well as the Ministry of Finance, provided data on performance indicators and the disbursement of funds. The need for timely and complete fulfillment of budget targets was emphasized.

Particular attention was paid to new reforms under the "Government Accelerators" program.

The first reform is simplifying client access to financial services in the securities market. Remote digital identification of clients, access to the state passport registry, and the ability for foreign investors to open brokerage accounts remotely will be introduced. This will reduce the identification process to 15 minutes and increase the country's investment attractiveness.

The second reform is the digitalization of health certificates. An electronic version of the certificate is planned, integrated into the Sanarip Clinic system and the Tunduk mobile app. The registration process will be reduced from 8 to 4 days, the number of visits to medical facilities from 5 to 2, a unified registry and online verification will be introduced, resulting in annual savings of 6-12 million soms.

"The digital transformation of the financial market and the modernization of the health certificate system are not only convenient for citizens, but also an important step in increasing the country's investment attractiveness and strengthening economic stability," the Prime Minister emphasized.

The relevant agencies have been instructed to implement the reforms within 100 days.

Furthermore, spring fieldwork was discussed at the meeting, with special attention paid to regional preparation, farmer readiness, and ensuring sufficient resources for a successful sowing campaign.
