Bishkek, May 19, 2026. /Kabar/. Kyrgyzstan is capable of becoming fully self-sufficient in fuel and lubricants, First Deputy Cabinet Minister Daniyar Amangeldiev at press breakfast at Yntymak Ordo as part of Open Cabinet media project .
According to him, there are several oil refineries operating in the country. Specifically, the modernization of the Kochkor-Ata refinery, for which the state has allocated a $450 million budget loan, is planned to be completed by 2028.
The deputy head also noted that the emphasis is on importing crude oil for subsequent domestic refining. Domestic enterprises are already producing fuel oil and diesel fuel, but current volumes are not yet sufficient to meet domestic needs.
