90% of cybercrimes are fraud in Kyrgyzstan, Ministry of Internal Affairs reports

Bishkek, Jan. 22, 2026. /Kabar/. Cyber ​​fraud accounts for 90 percent of all cybercrimes in the country, Cholpon Nazarkulova, a representative of the main department of criminal investigation of the Ministry of Internal Affairs, at international scientific conference on cybersecurity in Bishkek.

According to her, most cybercrimes are committed by hackers or cybercriminals with special knowledge in the field of IT technologies in order to make money.

“Although cybercrimes other than fraud are registered, their indicators are not very high. Due to the growth of cybercrime in Kyrgyzstan, a separate sixth department was established last year in the Ministry of Internal Affairs. Last year, more than 36 thousand cybercrimes were registered in the country, of which 25 percent were fraud. In other words, every fourth crime in the country can be said to be fraud. Only one crime of theft has a higher indicator of 39 percent,” Nazarkulova said.

He also reported that 1,800 cases of fraud or cybercrime were registered in the Bishkek region over the past 11 months, of which 1,400 cases were dismissed.

"According to experts, only 15 percent of victims of cybercrimes contact law enforcement agencies. Speaking of cybercriminals, when preparing for a crime, they first study what is happening in society, from the political situation to the weather. After conducting research, they begin to take action against potential victims. In this case, they know who our citizens trust and fear, no matter where they are in the world, and they commit fraud under their names. After all, cybercrime is a crime that knows no borders and knows no boundaries," he said.

It should be noted that Internet fraudsters often use the following schemes:

  • calls from banks;
  • calls from the State Committee for National Security and the Ministry of Internal Affairs;
  • raising funds for treatment;
  • statements from acquaintances;
  • cheap goods;
  • apartment rentals;
  • winnings and lotteries.

The representative of the Ministry of Internal Affairs warned of the need to follow the following simple rules in order not to fall into the trap of Internet or telephone scammers:

  • do not give out any information;
  • call your relatives;
  • ask verification questions;
  • do not open suspicious links;
  • do not transfer money;
  • contact the bank;
  • check the sources.

It was also added that according to statistics, among social networks, WhatsApp and Telegram are the first, Instagram and Facebook are second, Lalafo is third, and cryptocurrency is fourth.

It should be noted that the day before, an international scientific conference entitled "Cybersecurity: organizational and legal issues, international and national standards, problems, threats, challenges and their impact on the national security of Central Asian countries" was held in Bishkek with the participation of scientists from Kazakhstan, Uzbekistan, Tajikistan and Kyrgyzstan, representatives of state and law enforcement agencies.
