Kyrgyz Cabinet reports red-tape reduction results

Bishkek, June 16, 2026 /Kabar/. Chairman of the Cabinet of Ministers Adylbek Kasymaliev held the tenth meeting of the interdepartmental commission to monitor the implementation of the presidential decree aimed at improving the efficiency and debureaucratization of the public administration system.

According to the Cabinet of Ministers, the results of ongoing debureaucratization efforts were reviewed and new initiatives were discussed.

The chairman emphasized that systematic work to improve the efficiency of the public administration system and eliminate bureaucratic barriers is ongoing in pursuance of the relevant presidential decrees.

"Since March 2025, the interdepartmental commission has issued approximately 300 instructions based on initiatives developed by the Ministry of Justice, the National Institute for Strategic Initiatives, and other government agencies. The ongoing reforms encompass both central government agencies and the local government system.

I would like to highlight some of the results achieved through debureaucratization: the number of permits has been reduced from 905 to 439, of which 199 are being optimized and simplified. Under the Electronic Audit project, inspection times have been reduced from two weeks to three days. Official statistical reporting forms have been optimized. The deadline for confirming disability has been extended, reducing the administrative burden on individuals with disabilities. The ban on private medical organizations operating in the fields of oncology, palliative care, and medical rehabilitation has been lifted; vaccinations are now available in private clinics; and the registration of medicines that have passed the inspection of leading global regulators has been simplified. Active work to eliminate unnecessary bureaucratic barriers must not cease. Heads of government agencies should not wait for recommendations from the interdepartmental commission, but rather independently propose initiatives, develop, and implement appropriate measures," Adylbek Kasymaliev said in his speech.

As noted at the meeting, the interdepartmental commission reviewed hundreds of problematic issues, of which nearly 200 systemic tasks have already been implemented. Approximately 150 regulatory legal acts have been initiated, of which 76 laws and regulations have already been adopted in accordance with established procedures, 25 are in the final stages of adoption and/or approval, and the remaining projects are in the approval and revision stages.

Furthermore, meeting participants discussed improving tax administration, developing an electronic document management system, streamlining processes in education and healthcare, and a number of other issues.
