Bishkek, March 10, 2026 /Kabar/. Today, the Ministry of Finance of the Kyrgyz Republic held a training seminar on preparation for the national public financial management assessment using the Public Expenditure and Financial Accountability (PEFA) 2016 methodology.
According to the ministry, opening the event, First Deputy Minister of Finance Ruslan Suinaliev noted that PEFA, developed with the participation of the World Bank, the International Monetary Fund, and the European Commission, is a recognized international standard for assessing budget processes.
He emphasized that conducting the assessment in 2026 is particularly relevant given the significant growth in financial indicators: preliminary results for 2025 show a budget surplus of 2.5% of GDP, an increase in the consolidated budget to 55.7% of GDP, and a more than threefold increase in tax revenues since 2021.
According to the first deputy minister, the large-scale expansion of the resource base requires strengthening the quality of financial management, and PEFA-2026 will allow for objective confirmation of the results and the identification of priorities for further reforms. This will be the fifth national assessment, continuing the systemic monitoring practice begun in 2006.
European Union also engaged the international consulting company LINPICO SARL to conduct the assessment. Suinaliev called on government agencies to ensure the timely provision of data and assistance to the expert group, noting the importance of open and responsible interaction.
The seminar was aimed at providing participants with a practical introduction to the PEFA 2016 methodology, the indicator structure, and the requirements for preparing reporting materials.
