Kyrgyzstan, China to build solar power plant in Batken

Bishkek, Oct. 29, 2025 /Kabar/. Within the framework of the International Forum held in Zhuzhou, China, Kyrgyz Ministry of Energy, and Hongkong States Technology Co., Limited and Sun Energy Co. signed investment agreement for the construction of a 250 MW solar power plant in Kyrgyzstan.

According to the Ministry, the document was signed by the Minister of Energy of the Kyrgyz Republic, Taalaibek Ibraev, the president of States Technology Co., Limited, Liu Fernando Oscar (as the investor), and the general director of San Energy Co., Liu Yunze (as the contractor).

The main objective of the signed agreement is the construction of a 250 MW solar power plant on total area of ​​669.3 hectares in Ak-Turpak village of Batken region. Construction is scheduled to begin in 2025, with commissioning planned for 2027.

In addition, under the leadership of Taalaibek Ibraev, memorandum of cooperation was signed between the Ministry of Energy of the Kyrgyz Republic, represented by the General Director of JSC National Electric Networks of Kyrgyzstan Ilgiz Sydygaliev and the General Director of the Directorate of power plants under construction Ravshanbek Kasymov, and the Chinese company Power Construction Corporation of China (POWERCHINA).

The main objective of this document is to attract international investors and financial institutions for financing, deepen cooperation, and jointly implement projects. It is noted that the memorandum provides for conducting research and developing prospective plans for the development of the energy system on a gratuitous basis, training energy managers and engineering specialists, as well as studying the possibilities of constructing floating solar power plants on Toktogul reservoir.
