Bishkek, Oct. 12, 2026 /Kabar/. In 2025, the State Customs Service of Kyrgyzstan transferred $1.8 billion to the state budget. Compared to 2020, customs revenue receipts increased by 654%. Medet Tursaliev, advisor to the chairman of the State Customs Service of Kyrgyz Republic told Kabar.
According to him, the reform of the customs service began in 2021 and covered three main areas: the passage of cargo through border checkpoints, its delivery to customs terminals, and customs clearance.
"We streamlined border processes without altering the infrastructure. As a result, cargo flow increased by 554% in 2025 compared to 2020," the advisor noted.
He also presented data on revenue generated per employee.
"In 2025, we transferred 1.8 billion US dollars to the state budget. At the same time, the actual staff count was 1,173 people. Thus, on average, each employee accounts for approximately $1.5 million in budget revenue per year."
For comparison, Medet Tursaliev cited statistics from the World Customs Organization. According to him, in the Asia-Pacific region, the maximum revenue figure per employee is $1 million, while the average is $610,000. In the European region, including Eastern Europe and the countries of the former USSR, the maximum figure reaches $610,000, with an average of $270,000.
The advisor to the Chairman of the State Customs Service noted that Kyrgyzstan’s figures exceed these regional benchmarks and emphasized the importance of further developing the customs service's human resource capacity.
