The SPOT (goods expectation confirmation system), developed by the Russian government to strengthen tax controls on foreign trade transactions within the Eurasian Economic Union, will be implemented in stages. Urmat Takirov, director of the Kyrgyz Export Center, announced at press conference at in Kabar news agency.
According to him, the system is aimed at regulating deliveries with mandatory confirmation of payment of indirect taxes, such as VAT and excise taxes.
"The SPOT system was initially planned to launch on April 1, 2026, in pilot mode, but the Russian side postponed the deadline. The test period will begin on June 1, with full implementation scheduled for October 1. Starting June 1, when exporting goods to Russia that fall under the SPOT system, a document confirming receipt of the goods in Russia will be required. This document must be generated by the buyer—a Russian partner registered with the Federal Tax Service—through their taxpayer account," Takirov noted.
The director emphasized that this confirmation will help avoid delays when crossing the border, particularly between Russia and Kazakhstan.
He also clarified that, according to preliminary information, deliveries through marketplaces such as Ozon and Wildberries will not be subject to a security deposit under the SPOT system. However, even in this case, the provision of supporting documents remains mandatory.
In this regard, Kyrgyz exporters are advised to inform their Russian partners in advance of the new requirements and ensure their readiness to work within the system in order to minimize the risk of downtime and logistical delays.
