Kyrgyzstan aims to become a global hub for blockchain startups and projects, Kasymaliev says

Bishkek, Oct 24. 2025. /Kabar/. Blockchain today is no longer abstract image from the future, but powerful tool capable of fundamentally changing the economy, public administration, and social sphere, said Cabinet head Adylbek Kasymaliev during the National Council for the development of virtual assets and blockchain technologies.

Blockchain gives us unprecedented opportunities to increase transparency, efficiency, and, most importantly, security in these processes. But these opportunities will only become a reality if we have a deep understanding, awareness, and qualified application of this technology. As Cabinet head, I expect the development of blockchain technologies not just as another technological trend, but as a factor of strategic importance capable of giving a powerful impetus to solving a number of key state tasks, he stated. The head of the cabinet suggested that the Secretariat of the National Council for the Development of Virtual Assets and Blockchain Technologies should focus more closely on several areas.

First, this is economic growth and attracting investment. We expect that blockchain and artificial intelligence will become the driving force for the creation of new high-tech industries and jobs. Our goal is to transform the country into a regional, and possibly even a global, hub for blockchain startups and projects. In the future, we foresee an influx of direct foreign investment stimulating the domestic development system, he said.

Secondly, this is the efficiency and transparency of public administration. Cabinet of Ministers sees blockchain as a powerful tool in the fight against bureaucracy. We are moving towards creating a new generation digital ecosystem where government services will be provided faster and easier. We expect proposals from the Secretariat in areas such as cadastre, registration of property rights, procurement, social payments, and others. At the same time, the security of personal data and state information resources must be an absolute priority, he said.

As the third direction, he identified the development of human capital and digital literacy: even today, no technology will work without qualified specialists. Kasymaliyev believes that digital literacy concerns everyone, from developers and government regulators to end-users. Literacy, in this context, means not only a deep technical understanding of blockchain, but also an awareness of its legal, economic, and social implications.

We must learn from the best global practices, but at the same time, develop our own unique model of development. Representatives of certain professions are concerned that with the advent of artificial intelligence and new digital technologies, AI will replace employees. But it should be noted that AI will not replace a person; only another person, who is proficient in and knows how to work with AI, can replace them. Therefore, in the context of global trends, where new technologies are penetrating even such conservative areas as cinematography, painting, and culture, it is important for us to strengthen the digital literacy of our citizens in mastering these technologies, he added.
